Open-source AI: what it is and why it matters

What open source enables

Auditing. A model whose weights are public can be examined, tested, and evaluated by independent third parties. This is a guarantee of transparency that closed models do not offer.

Partial openness. Many so-called open models publish their weights but not all their training data or full process. Openness is a spectrum, not a switch.

Operating cost. Running a large model requires computing resources. Open does not mean without cost.

Security questions. A freely reusable model can also be misused. Openness facilitates both good and bad use, which fuels a legitimate debate.

What the law provides

The European regulation takes open source into account by providing, under certain conditions, lighter obligations for some open models, while maintaining requirements when these models present systemic risks. The idea is to encourage transparency without exempting responsibility for real risks.
