Digital sovereignty: why Europe wants its own AI

European dependence in AI is a fact: the most advanced models, specialized chips, and large cloud infrastructures are overwhelmingly non-European. This dependence raises economic, political and security issues. The European response combines regulation, via the AI regulation, investment and support programs, and support for an ecosystem of which Mistral AI is the most visible French representative. Digital sovereignty is neither isolationism nor a given: it is a strategic objective under construction.

The dependence assessment

The fundamental building blocks of AI — leading models, specialized chips, cloud infrastructure — are concentrated outside Europe, mainly in the United States and China. Europe largely consumes technologies it does not control end to end.

Why sovereignty matters

Depending on foreign actors for a strategic technology raises several issues: access and usage conditions, protection of data entrusted to entities subject to other jurisdictions, ability to influence rules, resilience in times of tension. These are economic, political and security challenges.

Support an ecosystem. France has notable assets, including Mistral AI, and hosted the AI Action Summit in Paris in February 2025.

Sovereignty cannot be decreed. Europe has real strengths and persistent weaknesses, particularly in capital and computing infrastructure. The goal is to reduce dependence on critical points, not to aim for unrealistic autarky.
